IMSG supports STAR in applied science research and development efforts in a semi-research and semi-operational working environment along with U.S. government scientists, visiting scientists, and other contractors. There is an opening for a full-time position to analyze long-term atmospheric aerosol data obtained from Earth-observing satellites. This is a one-year term position with good possibility of extension. The successful applicant would work with scientist at the Center for Satellite Applications and Research of the National Oceanic and Atmospheric Administration (NOAA) in Camp Springs, MD.

Duties:

• Well-characterized high-quality aerosol data are essential for studying the effects of aerosols on the Earth's climate.
• The primary task of the research addressing this need is to characterize changes in the amount and type of aerosols using various, sound statistical techniques. The data records to be used are likely to be highly variable both in terms of sampling and quality, and the challenge is to identify and discern the useful signal in them, and quantify the temporal variability of aerosol.
• Inseparable from this is the task of providing a detailed critical assessment of various aerosol products. This assessment must go beyond the usual simple comparison.

Qualifications:

• Candidates should have a strong background in statistical analysis of large volume of data, and in signal processing.

The division's goals are the preservation of the species protected under these Acts, along with their ecosystems, and the rebuilding of depleted, endangered, and threatened populations. The division applies the full range of conservation tools available under those acts to achieve these goals, including: fishery management regulations to reduce incidental catch, project review of federal actions to avoid and minimize impacts to listed species, species monitoring, and applied research projects. In addition to its statutory and regulatory authorities, the division emphasizes partnerships and public communications and outreach to achieve conservation gains. The division's single largest task is carrying out section 7 of the ESA, consulting with federal agencies and private applicants to conserve listed species during project implementation.

Duties:

• Provide assistance to Protected Resource Division in swiftly carrying out the consultation requirements of section 7 of the ESA for federal actions funded through the American Recovery and Reinvestment Act (ARRA). Section 7 consultation with PRD is required for all federal actions that may affect listed species or their critical habitat under NMFS purview in the Southeast U.S. These species include six species of great whale, five species of sea turtle, elkhorn and staghorn coral, Johnson's seagrass, smalltooth sawfish, Gulf sturgeon, and shortnose sturgeon.
• Reviews biological assessments and other environmental analyses and reviews on proposed projects;
• Provide technical assistance to applicants and federal agencies, developing conservation measures to reduce or avoid adverse effects, and creating the formal record of the agency's consultation;
• Conducts literature reviews and onsite visits to obtain background information;
• Discusses project methodologies and modifications with applicants and federal agencies and recommends approaches to reduce impacts to listed species and their habitats and to streamline the consultation process;
• Collaborates with other consulting biologists, species recovery coordinators, reviewers in the Habitat Conservation Division, and the Office of General Counsel to ensure that consultations are consistent, legally sufficient, and achieve conservation goals;
• Drafts agency response documents: concurrence letters and biological opinions;
• All work will be performed in an office environment with some occasional site visits. There is no field work involved with this position.

Qualifications:

• Bachelor's Degree in the biological sciences, marine policy and management or oceanography and 2-3 years experience in a related field (e.g. Section 7 Consultation) or a Master's Degree in any of the above mentioned areas of expertise and 1-2 years of experience in a related field is required.

A competent technical working knowledge of Linux and Windows system administration is required. Candidates must also have a strong ability to write, interpret and maintain Linux shell/Perl/PHP scripts. Competency with Fortran, C and/or C++ is a definite plus. The ability to communicate clearly and effectively both orally and in writing is highly important. Though not essential, previous exposure to and experience supporting a 24x7 mission-critical operation would be valuable.

• The programmer will also integrate the scientific algorithms into the framework and create scripts to run the algorithm on extensive proxy data sets. The results of the runs will be used by the scientists to determine the accuracy of the products. The algorithms that are integrated into the framework are written in C/C++ and FORTRAN90.
• The applicant will have to troubleshoot existing programs and scripts, develop and manage control scripts, and maintain the framework.

The National Environmental Satellite, Data, and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) is a mature data processing organization that challenges its system architects to overcome a legacy of diverse technologies, independent planning, stovepipe applications, and task-focused approaches to development. Three NESDIS Offices have projects that intend to overcome those challenges by delivering new, centralized capabilities characterized by software re-use, the latest proven information technologies, and integrated data management.

• The Office Satellite Data Processing and Distribution (OSDPD) are developing and implementing the Environmental Satellite Processing Center (ESPC)
• The Office of Systems Development (OSD) is managing the National Polar Operational Satellite System (NPOESS) Data Exploitation (NDE) Project.
• The Center for Satellite Applications and Research (STAR) is designing a collaborative environment for algorithm development and applications research.

Duties:

• Ongoing, regular communications between STAR, OSD and OSDPD that promote the most efficient transfer of research into operations
• Communicate research and application system architecture and tools that have been selected or are being discussed for selection by STAR for the collaborative environment to the NDE and ESPC projects.
• Communicate system architecture and tools that have been selected or are being discussed for selection by the NDE and ESPC projects to STAR personnel designing the STAR collaborative environment.
• Recommend actions to the NDE, ESPC and STAR collaborative environment projects that would promote the most efficient transfer of research into operations.

Requirements:

• Recent, working knowledge of polar environmental satellite applications and research
• Developmental and operational experience with polar satellite product generation or equivalent systems
• Ability to describe scientific and data processing requirements to a variety of audiences (some technical, some not)
• Project experience with software engineering practices (i.e., methods, tools, techniques)
• Knowledge of innovative technologies employed in remote sensing and/or satellite product generation environments
