You will provide oversight and management of NCDC's large volume data holdings, both digital and hardcopy, and have substantial involvement in integrated data access activities. Computer Programmer and Technical Liaison Internship (Silver Spring, MD)
Position Description
Paid, full-time, 12-month duration.

The National Ocean Service's Coast Survey Development Lab (CSDL) and Center for Operational Oceanographic Products and Services (CO-OPS) along with the National Weather Service/NCEP Central Operation's Production Management Branch are working together to transition NOS' Coastal Ocean Modeling Framework (COMF) and NOS' numerical oceanographic forecast systems for estuaries and the Great Lakes to NCEP’s Central Computing System (CCS).

Will assist in the development, implementation, and maintenance of COMF software to run in the NCEP CCS environment and utilize real-time data and NCEP model forecast guidance from the CCS' "data tanks" to support the development and operation of NOS' numerical oceanographic forecast systems. Assist NOS ocean modelers to adapt their numerical ocean forecast models for estuaries and Great Lakes to run in the CCS environment using the CCS-based COMF. Assist in maintaining the existing COMF's component called the Operational Data Acquisition and Archiving System (ODAAS) on CSDL’s Linux server until the transition of NOS’ operational numerical oceanographic forecast systems to CCS is completed.

Required Skills
Must have experience in writing Unix/Linux shell scripts, in FORTRAN programming and documentation and other computer programming languages (e.g., Perl, NCL, C). Basic knowledge of NWS/NCEP numerical model production suite and experience with reading and decoding data formats such as GRIB2, netCDF, BUFR, and SHEF is desired. Should enjoy computer programming and scripting and be detailed oriented. Must be comfortable working with scientists from a variety of fields remotely and in person, both at the individual level and in a team environment. Excellent oral and written communication skills. Some local travel required.

The water level data are obtained from more than 300 stations operating throughout the United States and its possessions. Tidal datums are a vertical reference based on specific phase of tide. These datums are used for navigation and shipping, marine boundary determination, and bathymetry products to name a few. The collected data and derived predictions are used to ensure safe, efficient, and environmentally sound maritime commerce. These include data and products required by the National Weather Service to meet flood and tsunami warning responsibilities, the NWLON and a national network of Physical Oceanographic Real-Time Systems (PORTS®) in major U.S. harbors. CO-OPS intends to procure a contract to provide support in the quality control and processing of leveling and bench mark information data from these water level stations to help ensure safe, efficient, and environmentally sound maritime commerce.

Job Duties:

• Enter data and information into a SQL database management system using a PC workstation and various user interfaces including Excel and Sybase Powerbuilder.
• Prepare and collate information for entry into database and in paper format in station packages as obtained from field crews, contractors and outside sources.
• Perform quality control checks on data after entry.
• Use established standard operating procedures (SOPs) to provide quality assurance of the information and the final published products.
• Participate in data evaluation tasks, analyzing data from reference and test sensors/systems.
• Input level files in a PC working environment. Data sources will be hard copy forms and data sheets derived from the field and the office, as well as digital files.
• Transfer information from hardcopy reports generated in the field to an electronic data management system.
• Compute tidal datums and determine tidal bench mark elevations and their relationship to geodetic datums.
• Using established procedures, publish tidal bench mark sheets to support the maintenance of the NWLON and other water level stations as directed.
• Assist with the Climate Database Modernization Program (CDMP) as directed.
• Provide quality assurance and control for the scanning of station files containing historic water level station and associated data including; summary files; station files; and superseded bench mark sheets. All digitized files to be uploaded to WSSRD (web search, store, retrieve, and display interface) on a monthly basis.

Meteorologist

For over 25 years, AWS Truewind has been an international leader and innovator in renewable energy technology applications, advanced atmospheric modeling and measurement, as well as engineering services.

We currently seek a meteorologist to provide support for our growing domestic and international wind resource assessment activities. Specific duties will include monthly or quarterly validation and reporting of wind data collected by developers at prospective wind project sites, analysis of climatological data to assess the suitability of proposed sites for wind development, and, under the guidance of senior staff, eventually prepare wind resource assessment and energy production reports. This position will report to the Chief Meteorologist and require close coordination with other senior members of the meteorological staff.

(IMSG) http://www.imsg.com. is seeking to hire an Aquatic Biologist familiar with ArcGIS to work at the National Marine Fisheries Service Southeast Regional Office (SER) Habitat Conservation Division to develop maps, information, and studies needed to support fishway prescriptions and assessments of the quantity, quality, and distribution of riverine habitat used by diadromous fish. Under the Federal Power Act and Energy Policy Act, the NMFS Southeast Regional Office (SER) works with the Federal Energy Regulatory Commission (FERC) to issue prescriptions for fishways at hydroelectric facilities. These prescriptions are part of licenses FERC issues for the hydropower facilities. Based on SER's recommendations, the licenses may also include other terms and conditions designed to protect habitat used by diadromous fish during their spawning, maturation, or migration. While these FERC-licensed facilities occur throughout the southeastern U.S. (Texas to North Carolina), the higher priority projects for SER occur in North Carolina, South Carolina, Georgia, and Alabama. SER's hydropower coordinator is a member of SER's Habitat Conservation Division and is located in SER's Charleston (SC) field office, which leads SER's efforts on hydropower projects.

Job Duties:

• Develop and maintain data used by SER to report on the status and progress of individual hydropower projects and to annually set priorities for hydropower work.
• Identify appropriate spatial data for reporting the miles of mainstem rivers and tributaries that are potentially affected by actions at approximately 100 projects that affect fish passage.
• Identify and compile spatial data needed to implement project prioritization models developed with SER staff. These data include quantifying the stream and tributary miles affected by a project; examining the historic, current, and projected future presence of target species (usually shad, river herring, sturgeon, striped bass, and American eel); determining and mapping the acres of habitat suitable for spawning and maturation; and determining the status of relicensing efforts and relevant watershed or resource management plans. Data shall be maintained on a local network and formatted for use by staff using ArcGIS Arc View; this shall include development of metadata. Summaries and maps shall be prepared for quarterly reporting to SER's senior managers and to NMFS Headquarters and on an as-needed basis for technical and outreach meetings with stakeholders, FERC, and license applicants.
• Develop the background information and administrative record for fishway prescriptions and instream flow recommendations. This information includes: historic records of target species within affected watersheds, assessments of factors that might limit projected future distributions and abundance of target species, recommendations for filling critical information gaps, and maps and spatial databases that represent these findings. When required by FERC, this supporting material must be filed with FERC and others in a prescribed format as part of the administrative record required for a project.
• Compile and coordinate the efforts of SER, Headquarters, and other staff that are providing NOAA's responses under the administrative proceedings in the event that NMFS becomes a party to an administrative hearing governed by the Energy Policy Act.
• Provide technical and scientific input during meetings organized by SER, resource agencies, hydropower applicants, or stakeholders. The goals of the meetings will be to assess the populations of diadromous fish within a watershed, the conditions of the watershed with respect to supporting diadromous fish, and the effectiveness of management actions designed to protect diadromous fish and their habitat.
• Provide maps and summaries of historical and projected future conditions that affect the distribution and abundance of diadromous fish within the subject watershed. Maps and summaries shall be designed in a manner that facilitates objective assessments of habitat conditions, fish distributions, and restoration opportunities.
• Participate in field assessments aimed at characterizing habitat, water quality, fish abundance, and restoration opportunities.

Requirements:

• Experience examining the habitat requirements of riverine, estuarine, or marine fish and evaluating whether current or proposed conditions meet those requirements. Specific experience with shortnose sturgeon or American shad is not essential, but would be beneficial.
• Experience using ArcGIS to manage large amounts of environmental information, develop maps, and examine habitat quality and quantity. Experience using Microsoft Access is not essential but would be beneficial.
• Experience working in a team environment, managing complex projects, and adhering to project schedules.
• Experience developing technical reports, making presentations, and reporting on project performance. Specific experience with office-level and agency-level performance metrics is not essential but would be beneficial.

The position will work within the OCRM Coastal Programs Division (CPD) and will coordinate closely with the NOAA Coral Program to implement NOAA's Coral Reef Conservation Program (CRCP) initiatives. The NOAA Coral Reef Conservation Program (CRCP- http://www.coralreef.noaa.gov/ ) is a NOAA-wide effort with significant implementation elements in multiple offices. This position will be located at NOAA Headquarters in Silver Spring, Maryland. The position may be relocated from Maryland to Florida, Puerto Rico, or the USVI as soon as one year after the position is filled.

The OCRM Coastal Programs Division works closely with state and territory coral reef management programs to support local coral reef management efforts through technical assistance, capacity building, and financial assistance. As part of CPD's coral team, this position requires effective communication and coordination on numerous levels, from states and territories to NOAA staff and leadership. Moreover, due to the multi-faceted nature of coastal and coral reef management, partnership development is critical to the success of all efforts under the Program.

Responsibilities:

• Leading CPD coordination and implementation of CRCP funded coral conservation initiatives in Florida including the Florida Coral Reef Management Grant and Local Action Strategy initiatives.
• Leading Caribbean and Atlantic watershed management capacity building efforts in Florida, Puerto Rico, and the U.S. Virgin Islands, by working with government agencies and non-governmental organizations on land based sources of pollution and watershed protection initiatives including development, implementation, and tracking of Local Action Strategies (http://www.coralreef.gov/las/index.html ). • Leading OCRM efforts to track the status of coral conservation and Local Action Strategy initiative projects through the administration and maintenance of a web-based database.

In addition, the Coral Reef Management Specialist will:

• Identify, recommend, and work to implement specific strategies and activities within the annual coral management grant proposals and work plans of assigned island programs,
• Conduct site visits to maintain working knowledge and relationships with island coral programs and provide technical assistance (where requested/directed),
• Develop financial and technical assistance mechanisms to support local jurisdictional efforts to address land based sources of pollution and support watershed planning and management activities which reduce threats to coral reefs,
• Support regional partnership building and coordination to collaborate in initiatives in carrying out the above duties.

Qualifications:

Required:

• Masters' degree in environmental management or policy, or the natural and environmental sciences.
• Course work and previous professional experience should include marine resource management, in island settings with a preference for coral reef and/or coastal ecology and management topics.

This will include identifying strategic opportunities for creating new or enhancing existing partnerships both within (e.g., NMFS Energy Team, NOAA Energy Team) and outside the agency (e.g., Department of Energy, National Hydropower Association, Ocean Renewable Energy Coalition) to help further NOAA's responsibilities for protecting habitats in the face of renewable energy development.
• Contribute to implementation of NMFS renewable energy outreach strategy.

Requirements:

• Four (4) years direct environmental/analytical experience in relevant areas
• Bachelor's Degree, or one year's additional experience for every year of degree deficiency.

The Department, located in NW Indiana near the south end of Lake Michigan in three-year old Kallay-Christopher Hall, is home to 140 undergraduate meteorology majors and owns a simultaneous dual-polarization 5-cm Doppler radar, radiosonde system and instrumented meteorological tower. The candidate will serve as the coordinator for radar-related observational and research efforts with MIT/Lincoln Laboratory, faculty members, staff, and undergraduate students. Responsibilities include development and testing of radar software and upgrades, coordination of intense observational periods, coordination of radar software systems within the department for classrooms and research, coordination of radar data sharing with the meteorology community, and the potential to develop an undergraduate research program. This role will manage the work related to wind energy resource assessment and technical development of wind energy projects for all of North America. The Manager of Wind Assessment and Technical Development will coordinate global technical development of wind farm projects during viability phase which includes whole wind farm layout including civil works, energy, yield, environmental impact, EMI electromagnetic interference, turbine logistics, interconnection (within wind farm and the Grid), wind energy assessment needs during the whole life cycle of the project, and other technical issues as they arise.

Responsibilities:

• Responsible for wind measurement campaigns and meteorological monitoring activities for North America.
• Work with internal departments and resources to provide technical expertise and knowledge regarding wind farm site selection.
• Support project developers with technical analysis as needed.
• Prepare preliminary wind farm design layouts and energy calculations.
• Manage department human resources, consultancy needs and project coordination of other technical department resources as needed.
• Responsible for production follow up of operating wind farms.
• Responsible for final wind farm micrositing.
• Provide short term forecast.
• Work with and coordinate activities, technologies, and methodologies with international colleagues for consistency throughout, knowledge share, methodologies, quality standards and responsibilities.

Requirements:
